Came to the U. S. with his parents in 1841. They first settled in New York state and later moved to Missouri. At the outbreak of the Civil War, William Spencer came to Quincy as a refugee. He enlisted in Company C, 10th Illinois Volunteer Infantry.
He came to Morgan County in July of 1865. He was a mason and plaster. He worked on one of the buildings of the State Hospital.
