Elvin was the son of Samuel and Elmina (Cloyd) Garrison. He was born in Wayne County, Indiana, where he lived his early childhood. He spent the rest of his youth growing up in Darke County, Ohio, the Hollansburg/Harrison Township area.

In 1910, when he was only 12 years old, Elvin had an occupation listed in the census. He was a "newsboy." If he delivered newspapers, he would have had to walk several miles across rural Darke County. By 1920, Elvin was married to Mary Drill and working as a Farm Laborer.

The couple had two daughters, Bernice (b. 1925) and Virginia Louise (Taylor), who died in California in 1996.
