Per Tom Ledoux: The cross on his right lapel is the Greek Cross, symbol of the 6th Army Corps, of which the 4th Vermont Infantry was a part. The medal on his left breast is indeed a GAR medal. Unfortunately, can't read the details, but the eagle has a bar under it, which might indicate a particular convention (they were held annually), and the star has a picture in the middle of (I think) a statue representing Liberty and a sailor and soldier in front of her shaking hands. Around the circle would be, on the top "Grand Army of the Republic," and on the bottom "1861 - Veteran - 1866." The ribbon between the eagle and the cross was a US flag, obviously well worn and faded.
