He was a 1904 graduate of the George Washington University School of Law.

He was U.S. Assistant Attorney General in the Land Div. of the Justice Department in the 1930s. After serving as Assistant U.S. Attorney General, he served as a special assistant to the Attorney General for several years, and then went into private practice in Washington, D.C. He later served on the Loyalty Review Board formed in 1947 by President Harry S. Truman.
