Julia's death certificate has several errors made by Julia's daughter Margaret. She appears to be uninformed or is deliberately misinforming as to Julia's Native American heritage. At the time Julia died, she was possibly ashamed of her ancestry and sought to conceal it.

Julia's mother was Natoyist-siksina', more commonly known as Natawista, daughter of Chief Two Suns of the Bloods Tribe of the Blackfeet Nation. Her father Alexander Culbertson was white with a prosperous heritage from Pennsylvania. He was a well known trader with the American Fur Trading Company during the settlement of the Upper Missouri River and Montana Territory. Their extensive history can be found in Lesley Wischmann's Frontier Diplomats: Alexander Culbertson and Natoyist-Siksina’ Among the Blackfeet, Norman, OK: University of Oklahoma Press, 2000, Paperback Edition.

Julia was born 18 Dec 1846 in Fort Laramie, Goshen, Wyoming. Julia herself states her birthplace as Wyoming in the 1880, 1900, and 1920 censuses. Further, a footnote in Wichmann's book on page 115 relates in some detail his direct sources that confirm the place of her birth. Julia herself states her birthplace as Wyoming in the 1880, 1900, and 1920 censuses. You can see it here on Google Books:
The obituary of Julia Culbertson Roberts in The Idaho Statesman, 17 Mar 1929, claims that Julia was born in Chambersburg, Pennsylvania, but gives no year for her birth. This is untrue and it seems clear that Julia, who had married a successful white Civil War veteran and attorney, was trying to obscure her Indian heritage. While the obituary cites Alexander Culbertson as her father, no mention is made of her mother. The obituary further states that Julia ‘came west as the bride of George H. Roberts.” In correspondence with Charles Kessler, Julia Culbertson Roberts states that she was born at Fort Laramie, KP, UCLA. Her sister, Fannie, also says that Julia was born at Fort Laramie. Berglund SC414, MtHS, p. 22.

Hope this helps.
