Mr. Downs rests at the Warner E. Pumphrey Funeral Home, Silver Spring, Md. Services will be held on Wednesday, May 11, 11 a.m., at the North Chevy Chase Christian Church, 8814 Kensington Pkwy., Chevy Chase, Md. Interment Monocacy Cemetery.
