Isaac Witwer was a talented musician, mechanic, and watchmaker. He built several organs for New Holland area churches, including Center Church in East Earl Township, and, in 1856, organized the New Holland Band. He also built and repaired watches and clocks. During the Civil War he served as principal musician of the 203rd Regiment of Pa. Infantry from his enlistment on Sep. 2, 1864, until his discharge at Raleigh, N.C. on June 22, 1865. On the way home from Raleigh, he stopped in Washington where he purchased a lottery ticket that won a considerable sum. Upon returning to New Holland, he used the prize to build Witwer Hall.
