Son of Willard and Viola Davis, Howard enlisted in the US Army Air Corps and was a top turret gunner on a B-17. He was attached to the 331st Squadron of the 94th Bombing Group with the "Mighty Eighth" stationed in Bury St. Edmunds, Suffolk, Great Britain during WWII.

His plane was shot down over Germany while returning from a bombing raid. Both his legs were broken on landing after he parachuted out of the plane. He and his fellow crew members spent the rest of the war in German POW camps and were liberated after the war ended.

He moved to California after first returning to his home town of Milwaukee. Howard was preceded in death by his wife, Mary Elizabeth, who is interred next to him.
