Frederick Brown was born in North Woolwick, England, the eighth of nine children. His father, Francis, was a shoemaker, and passed knowledge of the trade on to his son as well.

At the age of seventeen, Frederick left England with his sister Lizzie, settling in Salt Lake City. When he arrived, the only items Frederick had in his possession were a silk hat and a leather portfolio.

At first, he worked in a restaurant washing dishes and waiting on tables. Later, he was able to go back to shoemaking after getting a job with Solomon Brothers Shoemakers. He worked day and night, saving money in the hopes that he would soon bring his parents and other siblings from England to Salt Lake City as well. In 1875, he did.

Frederick knew Charlotte Haynes before coming to the United States from England, but he immigrated before she did. When Charlotte finally made it to Utah in 1876, the two were able to meet again. A token of their love for each other was a locket that Frederick gave to Charlotte, with a lock of hair from each of them inside. They were married on May 19, 1877 by John Taylor, and had thirteen children.

Four of them died during childhood: three-year-old Dora died in 1891, while 13-year-old Gilbert died in 1893 after being hit with a baseball bat. Baby Charlotte was stillborn in 1898.

His youngest son Royal died two weeks before his fourth birthday. The little boy had been ill for most of his short life, with rheumatics in his knees that would send him into crying spells for months at a time. Frederick would take the youngster into town and try to calm him by singing. He was always a good father who was very fond of his children.
