Son of Charles T. Bailey, a barber born in June, 1846 in South Carolina, per the 1900 census of Kaufman County, Texas, and also, per an earlier 1900 census in Smith County, Texas. The 1880 census of Kaufman County shows his mother as Mary B. Bailey, who born 1856 in Louisiana, and his father, Charley T Bailey, born 1847 in South Carolina.

He lived in Edinburg, Texas, at the time of his death and passed away in the US Naval Hospital Hospital in Corpus Christi. He was a retired railroad worker and and served in the US Navy in the Spanish-American War.

He married Josephine Sims on October 23, 1907, in Orange County, Texas.
