Iva is the daughter of John Shaffer and Rebecca Lindsey and a sister to Joanna Willa and Nellie Claire Shaffer.

She married Emmet C. Russell on 11 September 1907 in Cleveland, Ohio. They were divorced on 5 February 1926.

After moving to Portland, Oregon Iva was a nurse at the Odd Fellows Home on Holgate in Portland in 1930 and then in the 1940s the superintendent of the Volunteers of America sponsored Brandon Guest House for Girls, 1941 W. Lovejoy, Portland, Oregon. She also worked for her niece's husband, Bill McCarter.

She lived with her niece, Vivian Baird McCarter until her death.

Her cremains are buried in her father's plot.
