The son of Elias & Hianthia or Hyanthe (Caple) Blizzard, in 1850 he was living with his family in Carroll County, Maryland. He married Pennsylvania-born Sarah R. lnu. and fathered E. (b. @1852), J. C. (b. @1857), George A. (b. 02/??/68), and Laura A. b. @1871). In 1860, he was a miller living with his family in Mechanicsburg, Cumberland County, Pennsylvania, although he appears in the 1863 draft registration for Finksburg, Carroll County, Maryland.

A Civil War veteran, he was drafted in Cumberland County October 16, 1862, mustered into federal service at Chambersburg November 1 as a corporal with Co. A, 158th Pennsylvania Infantry (aka "Drafted Militia"), and honorably discharged with his company August 12, 1863.

By no later than 1870, he was back in Carroll County, Maryland, where he ultimately died at his home.
