Served as Cleveland City Council President (1866-69) and Mayor of Cleveland,Ohio (1871-73).

During the Civil War, Frederick was commissioned a Captain in Battery C, 1st Regiment, Ohio Volunteer Light Artillery, for a 3-month term of service. He was mustered out July 27, 1861. On Aug. 15, 1864, he was commissioned as Captain in the 8th Regiment, Ohio Independent Battery for a 2-month term of service but he resigned Aug. 30, 1864 for unknown reason(s) and never mustered into the battery. His name is on Panel #27 in the Cuyahoga County Soldiers' and Sailors' Monument, Public Square, Cleveland, Ohio.
