When Phillip Kell was born on March 11, 1791, in Paradise, York, Pennsylvania, his father, Johannes, was 40 and his mother, Catherine, was 40. He married Elizabeth Betsy Schwartz in 1820. They had seven children in 11 years. He died on November 2, 1866, in Saville, Pennsylvania, having lived a long life of 75 years, and was buried in Buffalo Cemetery.

Philip was a man of considerable influence in the community. In 1823 a log building was erected on Philip's land for the Buffalo church. He was also instrumental in establishing a new joint Reformed and Lutheran Church building erected in the summer of 1840 as Emanuel Church, commonly known as Buffalo or Stone Church. "It is a rough stone edifice, forty-six by thirty-six feet in size, without gallery; it is entered by one side door and two end doors, and has two aisles, two side rows of pews and one double block of centre pews."
