Harley served as a Staff Sergeant & Gunner on A-20G #42-54085, 389th Bomber Squadron, 312th Bomber Group, Light, U.S. Army Air Force during World War II.

He resided in Wicomico County, Maryland prior to the war.

He enlisted in the Army on September 4, 1942 in Philadelphia, Pennsylvania. He was noted, at the time of his enlistment, as being employed in the manufacture of textiles and also as Single, without dependents.

Harley was declared "Missing In Action" when his A-20G, which was one of nine A-20's that were on a mission that took off from Gusap Airfield No. 5 led by Major Wells on a strike mission against Alexishafen Airfield No. 1 Strip, crashed into a mountainside in the Finisterre Range due to bad weather during the war.

Two other A-20's on this mission also crashed in the same place for the same reason:

He was awarded the Air Medal and a Purple Heart.
