Brother of A. J. Norris. Reared in Maryland and trained to farm life. In 1864, he married Ann Bland in Illinois. In 1870, he came to Seneca and followed merchandising until he purchased the hotel, later known as the Coates House, located on the site of the Minnie Miller home.
Their children were Clinton, Elza, Edward, Alta, Abbie, Willie, Rankin, and Walter.
