Rock Bluff, Cass, Nebraska, 1880 census stated that he was adopted and was born in Nebraska. Married Addie Bell Carlin, Dec. 21, 1890, Custer County, Nebraska.

I have reason to believe that Howard's parents are Moses T Brown (maybe) and Elizabeth M Fowler, that he was raised by his mother's parents, (his grand parents, John M Fowler and Jane Gibson) at least from bef 1880 to 1890, when he got married. Both the son of Moses Brown and Elizabeth Flower and adoptive son of John M Fowler and Jane Gibson (Elizabeth parents) were born 1869 in Nebraska and how odd that both their names are Howard. The only census that Howard was in with Moses and Elizabeth was 1870 age 1. We assume that he died bef 1880 as he is not with his parents Moses and Elizabeth in the 1880 census, to young to be away from parents. Then a Howard shows up in the 1880 census as an adoptive son of John M Fowler and Jane Gibson who are really his grandparents. Elizabeth would have been abt 16 at the time of his birth and in the 1900 census she states she is the mother of 6 / 5 living. Which we know that Nellie May Brown died in 1885, all other children are living with a question mark abt Howard. Elizabeth states in the 1900 census that her and Mosses were married in 1870. In most census Howard did not know his fathers birth location (Moses might not be the father, but Elizabeth is his mother) and in only one census did Howard get it correct that his mother was born in West Virgina, all other census it was Pennsylvania, naturally he would know that this family came from Pennsylvania. Then in the 1930 census he states that both his parents were born in Pennsylvania, because he was raised by his grandparents who were both born in Pennsylvania.
