Jay was born in St. Paul, Minnesota and was a lifetime resident of Sebring, Florida. He was a 1975 graduate of Sebring High School. He attended college in Tampa and worked in construction since 1975. Jay was vice president of Froelich Framing; he enjoyed sports especially racing and football and was the life of the party especially cooking. He was a member of the Sebring Church of the Nazarene.
