Son of Lewis & Elizabeth Watkins. He was a life long resident of Anderson, IN, where he worked as a carpenter. He served briefly in the Union Army, Co. "C", 110th Regiment. Married Mary Railsback Nov. 24, 1864, in Wayne Co., Indiana. They had two sons Mark and David, and a daughter Elma, who married a Kemper.
