Lottie Belle Kellogg was born to Elmer E. Kellogg and Ettie Mariah Forward. She married Phillip Meriss Mullen on January 5, 1918. They lived for many years near the homestead Phillip's parents, Clark and Sarah Mullen, lived on in Kit Carson County south of Seibert from 1906 to 1912. Born to them are Vernon Phillip, Doris Elaine (Murphy), Velma Grace (Murphy), Leonard Leroy, Delmar Eugene, Melvin Dewey, Willard Lee, Leon Ray, Shirley Ann (Weaver), Florence Mae (Aumiller), Donna Jean (Smith), Esther Frances (Slawson), and Howard Edward.
