Bernard graduated from Syracuse University in 1935 and from Syracuse University Law School in 1938. He served in the Army with the Office of European Civil Affairs in WW II.

In the late 1940s, Bernard was the first Democrat to be elected supervisor of the old 17th Ward. He was elected in 1951 as national VP of the National Federation of Jewish Men's Clubs, of which he was a member of the board of directors and regional president of the Upper NYS branch. He served as president of the Syracuse Jewish Men's Club. He was a member of Temple Adath Yeshurun.

Bernard served as president of the Syracuse District Zionist Organization of America (ZOA) and as secretary for the Western NY region. He was local chairman of Food for Israel, a nationwide campaign instituted in 1948 by the ZOA. He was also director of the Syracuse Jewish Welfare Federation and the Jewish Home of Central NY.

Bernard was commissioner of the Syracuse Housing Authority 1953-1970 and was its chairman 1972-1977. In 1976 he was appointed an unemployment insurance referee for NY State. He was elected in Washington DC to the board of directors of the National Housing Authority, after serving as president, and also served an executive board member of the Middle Atlantic Regional Council of the National Association of Housing & Redevelopment Officials.

Bernard was a charter member of the Orange Pack & Hardwood clubs at Syracuse University and was a Varsity Club booster. In 1988, he received the Melvin A. Eggers Senior Alumni Award in recognition of his service to the university.
