Charles Edwin Grover was the son of Charles and Mary Grover; he was born on June 21, 1896 in Plymouth, Indiana. He was a farmer.

He enlisted in U.S. Regular Army on December 20, 1917 at South Bend, Indiana. He was sent to Fort Omaha, Nebraska where he was assigned to Company 3, Balloon Squad, Aviation Section. Later he was sent to Garden City on Long Island, New York where he was assigned to Casual Detachment, Signal Corps.

He died of pneumonia on February 5, 1918 at Garden City, Long Island, New York. He was buried in Poplar Grove Cemetery, Marshall County, Indiana. He was survived by widow Cora Grover of Council Bluffs, Iowa. He died at age 21 years, 7 months and 14 days. His time in service was 1 month, 17 days.
