She was the daughter of Otis Ross and Harriet (Hattie) Devine. Her maiden name has been erroneously listed on some documents as Snell, the surname of her stepfather, Orlando Snell.

Her two older siblings died young.

She married Christopher George Featherbay around 1867; the marriage produced one child, LeRoy Arthur, born on August 10, 1873.

After Juliet and Christopher George divorced, Juliet married twice more, once to Charles Brown (who she survived) and then to Calvin Woodruff (who survived her). Her three marriages produced ten children.

She is buried with her third husband, Calvin Woodruff.
