Dodd joined the city staff after coming to Ventura County eight years ago from Indiana.
A native of Fairmont, West Va., Dodd was born Dec. 27, 1920.
He was a member of Masonic Lodge 341, and was a retired U.S. Navy veteran who served in WWII, Korea and Vietnam.
A funeral for Dodd by Masonic Lodge 341 at Valley Oaks Memorial Park in Westlake. Friends may call at the Payton Mortuary Monday from 5 until 9 p.m. A family spokesman said contributions may be made in Dodd's name to the Ventura County Heart Fund.
Dodd is survived by his wife Sara; son, Ernest, of Boston; daughter Beveraly Harman of Canton, Ohio; brothers John Charles, Lawrence Scott and Ernest all of West Virginia; sisters, Mildred Coen, Mary Snider and Martha Wilson, all of West Virginia; and five grandchildren.
