For many years was Justice of Peace and educator. Was one of original members and a Deacon of the Warren Congregational Church.

Source: History of Orwell and Warren Church, by Victor Detty states as follows on page 6; Parley Coburn, one of eight charter members of the Warren Church with six of the eight with name of Coburn, was the son of Captain Ebenezer and Dorcas (Shumway) Coburn. Dorcas Coburn is the last named of the charter members, Parley being first. Parley Coburn was born April 13, 1774 in Ashford, CT., and came in 1801 to the Warren settlement, then called Martel, but included in the newly organized township called Mount Zion, which became Orwell the next year. He married in 1800 at Wrentham, Mass., Sarah Pond, daughter of Rev. Enoch and Margaret (Smith) Pond of the same place. Sarah,whose name in the church book is entered as "Sally Coburn", was born at Boston, Mass., April 8, 1778. She died in Warren Township, PA., January 1, 1825. Parley Coburn died at Warren September 20, 1860. He was Township Supervisor for the year 1806. On March 31, 1812, he was one of three auditors, the others being Asahel Johnson and Orent Grant. In 1823, he was an officer for the Bible Society Group of Bradford County, Pa.

Page 330 states that he was schoolmaster in 1801. Page 429a states he was listed among 14 taxables in 1804. Page 430a states that Corbins & Coburns came from Pomfret, Vt. Captain Ebenezer Coburn was Parley's father. Page 430b states that Parley Coburn went to Tioga Point for a doctor, and as record has it, the doctor came and gave him some physic, and he felt better, his father Ebenezer being the patient. He had been stricken in 1800 with "The fever". He recovered and the settlement enjoyed a good degree of health until 1813/14. This was the fever epidemic that threated to sweep off the whole colony. The following people died from "the fever" in 1813/14: Ebenezer, Jonathan, & George Coburn, Jacob Allyn, George Pendleton, John Pendleton, Mr. Spaulding & wife, Mrs. Bowen, and Mrs. Tripp.
