David Bagley was the son of Elijah Bagley and Theodate Sanborn, grandson of David Bagley and Mary Huntington, and great grandson of Orlando Bagley and Dorothy Harvey. He came to West Topsham, VT from NH about Sept 1797 with his uncles, Ebenezer and Jonathan Sanborn and settled on Zion Hill to the eastward of the present village of West Topsham. He married Sarah "Sally" Andrews and was father to 12 children: Elijah, David, Enoch, Sarah/Sally, John Andrews, Eliza, Charles Whitney, Sophia Andrews, William Andrews, George K., Gilman W. and another girl. He married 2nd to Sabrina Morse, and 3rd to widow Jerusha (Rowland) Tillotson.

In 1806, he won the bid to build the Town House in West Topsham and was paid $462 by the Town. About 1811, David and his Uncle Jonathan Sanborn each kept a small stock of goods about 3/4 of a mile east of the present village of West Topsham. David continued in the mercantile business for another 20 years. He left the Calvinist Baptist Church for the Freewill Baptist Church, and was elected Deacon at its organization, sustaining that relationship to the church for many years. He became enlisted in the anti-slavery cause, and was a zealous member of the Liberty Party. In 1845 and 1846 he was the candidate of that party for Town Representative. "Deacon Bagley was a much-respected and worthy citizen, and a devoted Christian, contributing liberally for the support of the Gospel, and all other religious and charitable objects around him."**
