A native of the city of Cadiz, as a civil engineer and directed several works among which account the consulate in the province of Emuy in Japan, distinguished mathematician and the subject wrote the essay "On Laying out curves" in 1868.
He held a number of decorations, such as the Cross of Commander of the Royal Order of Isabel the Catholic, Grand Cross of the Holy Sepulchre in Jerusalem, Grand Cross of the Tunisian Iftikhar Nischan, Officer Leopold of Belgium, Officer St. Maurice and St. Lazarus of Italy, Commander of the Conception of Villaviciosa de Portugal y Caballero de Cristo de la Concepción de Villaviciosa de Portugal.
Diplomatic and political agent of his country, as Vice Consul in Cardiff, from February 16, 1861; Vice Consul in Malta since July 16, 1862 and where he married Dona Emilia Sant Julia, daughter of the Count of Saint Lazarus, Baron Fournier, of the Island of Malta; Consul in Philadelphia, from June 28, 1866 to 1868; 1st Class Consul in committee on the same date in Emuy, from the June 20, 1870; of 2nd class in committee, in Naples from June 26, 1872; 1st Class in Hong Kong from September 25, 1872 and Consul General in Quebec from October 28, 1874, until his death on 19 October 1888.

Le Club des 21 in 1879" and among them were: Hubert-Alexandre François LaRue, Félix-Gabriel Marchand, Hector Fabre, Louis-Honore Frechette, Joseph-Adolphe Chapleau, Calixa Lavallée, Faucher de Saint-Maurice, Edouard-Gaston Deville Joseph Marmette, Leon-Phamphile LeMay, George Stewart, Oscar Dunn, Arthur Buies, Napoleon Legendre, among others.
