Cordelia was born in Cove City, Whitfield Co., Georgia. Cove City is now known as Carbondale, Whitfield Co., Georgia. Her mother was thought to have died either in a second childbirth or shortly after. Subsequently, Cordelia was being raised in the home of her maternal grandparents. Her father decided to move to Texas, and took Cordelia with him. There he met and married his second wife. Cordelia was very upset when her father married Mary Frances Simpson, and did not want to share him with her new stepmother. They decided to take Cordelia back to Georgia, to live for a while with her maternal grandparents. After her grandfather died, in 1887, she continued to live with her grandmother, but when she was about 14 years of age (ca. 1890), she went to Jacksboro, Young Co., Texas to live with her father and stepmother. She helped with her father's second family for a while, then went to work as a cook for the Keene Ranch at Squaw Mountain, Jack Co., Texas. That is where she met Finus A. Powell, a cattle drover, whom she later married in Farmer, Young Co., Texas on May 4, 1904.
