Harold had an eighth grade education and was a millwright at the Dana Cooperation for over 25 years. He had also worked as a fireman at the France Stone Quarry. Harold married Ruth Gill on 3 July 1930 in Wood County, and they had two children. He was the son of William Roy and Maud Bushnell Abbott. Harold was a part-master of the Henry Lucas Pomona Grange and a deputy of the Ohio State Grange.
