He was born on Oct. 1, 1925, in Luray and was a son of the late Joseph Winfield and Minnie Blanch Cloud Richards.
Mr. Richards had worked as a pipefitter and was an Army veteran, having served in World War II. He was a member of the VFW Comer-Jones Post 621 in Luray.
He is survived by a daughter, Doris Ann Richards of Luray; a son, William Jennings Richards Jr. of Luray; a brother, Donald E. Richards of Stanley; 10 grandchildren; and 16 great-grandchildren. He was preceded in death by two sisters, Gertrude and Dessie; and four brothers, Joseph W., Beuford 'Otis,' Leonard and James 'Jemp' Richards.
Burial in the Hoak Family cemetery in Luray.
