Son of Josiah Harbaugh and Catherine Hiles. He was born in 1841 in West Salem, Ohio. He worked as a farmer and a blacksmith and married Emma Niswender in 1866 after his service as a furrier in the Civil War (Co F 3rd Reg Ohio Vol Cav from 1861 to 1864). The couple had four children: Hattie Elizabeth; Mary Emma; Katie Rosella; and Frederick William.
