Hugh died from heart failure while working on Big Oak Flat Road, west of the dam in Yosemite National Park while driving a truck. He had been working for 15.5 years and was the son of Charles Ruland Babcock Sr. and Lucy Halverson, the brother of Charles Ruland Babcock Jr., and the husband of Ione Myrtle Lampman.
