Charles Andrew Williams graduated from U. S. Mil. Academy, 1874. 1906, Colonel of 21st Reg. U. S. Inf., he is serving in the Philippines now for he third time. The first time he was Governor of the Sulee, or Jolo Archipelago and had interesting experiences in governing the Moros. His wife and younger son, Edgar, were with him in Jolo. During his second trip to the islands, he had charge of the building of Military road to the Island of Mindanao, one of the most arduous tasks accomplished by the troops outside Manila. Both in Jolo and Mindanao, he succeeded in controlling the Moros without serious trouble, though they caused his successors, especially in Jolo, no end of trouble. In Feb. 1906, he returned for the third time to the Islands with his regiment, being stationed at Calabayog (Ft. Connell) on the Island of Samar.
