Percy was the son of Joseph S Duggins 1850-1905 and Leah Hugh Ella Owens 1853-1892
Percy served his country at home and abroad and rose to the rank of Colonel. He won the Legion of Merit for his work in the field of paraplegic patients, as commanding officer at McGuire General Hospital, Richmond, VA from December 1943 to March 1946.
