She was born on March 11, 1909, in the Newport area and was a daughter of the late John W. and Maggie Blanche Bumgardner Hitt.
Mrs. Higgs was a member of the Newport Christian Church and taught Sunday school for many years. She was a Textile worker at Luray Textile for 18 years.
On July 24, 1929, she married Claude G. Higgs, who died on Jan. 27, 1990.
She is survived by a daughter, Margil M. Seekford of Stanley; a sister, Grace Foltz of Shenandoah and one grandchild. She was preceded in death by eight brothers and sisters.
A funeral service was conducted on Monday, March 10,at the Newport Christian Church by the Rev. Walter E. Lundblad.
Burial was in the Newport Cemetery in Shenandoah.
