Raised in Wheatland, Wyoming, Dean joined the U.S. Navy following High School and served in the Pacific Theater during World War II as a Radioman. During the Korean Conflict, he served in the Army and was stationed stateside at Fort Campbell, Kentucky, where he served in the Motor Pool.

While receiving treatment at Walter Reed Army Medical Center, Dean met his future wife, the former Mildred Duvall. They married in 1952 and raised three children. Following his interest in electronics, Dean worked as an Electronics Buyer for Northrop Page Communications.
