Born in Illinois, Otho was a WWI veteran. As a young man, Otho worked in Iowa with his father and brothers. His sister Lucy Jane married Ronald M. Frew of Salt Lake City. Eventually migrating to Salt Lake City with his brothers and widowed mother, he worked as a coal truck driver and later as a junk collector.
