Channel 4 was told that the family thought the toddlers were napping at midday Monday but learned they were missing. A few minutes later, their grandfather found them in the water at the end of a dock.
Ismina and Yasmine Caldwell were given CPR, then airlifted to Shands-Jacksonville Medical Center, but they could not be revived.
The family has announced a memorial service will be held Saturday at 1:30 p.m. at the Kingdom Hall of Jehovah Witnesses, 7040 San Jose. Blvd.
