Pearl was 1 of 2 children born to Edward Melvin Bailey and Sarah A. Oliver. The elder Baileys were married on 15 Nov 1885 in Franklin County, Missouri. Pearl's mother died not long after giving birth to her.

Her father then married Amanda Venable on 30 Dec 1891. They eventually became the parents of Pearl's 13 half-brothers and half-sisters.

Her older sister, Ebbie, died of tuberculosis in 1911 at the age of 25. Tragedy struck the family yet again in 1913 when Pearl's 9-year-old half-brother, Elmer, was struck and killed by lightning.

Pearl married Charles Andrew "Charlie" Rulo on 24 May 1914 in Lonedell, Franklin County, Missouri. They were the parents of 3 children. The family lived in rural Potosi, Washington County, Missouri. He did farm work and was employed by the WPA for a time.

Charlie suffered a cerebral hemorrhage and died in 1955 at the age of 66.

Pearl lived until 1973. At the time of her death, she was 83 years, 1 month and 27 days old.

She was survived by 3 daughters; her grandchildren and great-grandchildren; 8 half-brothers and half-sisters; and extended family members. [Note: Tom Rulo was listed in her obituary as a surviving son.]

Pearl was preceded in death by her husband; her mother; her father and step-mother; her older sister, Ebbie; 3 half-brothers, Dudley Bailey, Henry Bailey, Gus Bailey and Elmer Bailey; and 1 half-sister, Lillie Fea.

Funeral services were conducted at 2 p.m. on the afternoon of 24 Apr 1973 at Collier's Funeral Home in St. Ann, Missouri.
