The second child of James W. Ascha (Askey, Askie) of White Creek, New York and Mary E. Ackert Ascha, his original name was William Henry Ascha. He was adopted by Platt Palmer and Angeline Carpenter at the age of 5, and his name was changed to Orlando William Palmer. A Civil War veteran, he served briefly under his original name with Company F, 194th Regiment, New York Infantry, at the age of 18 in 1865.

He married on 1 January 1871 Elizabeth "Libbie" Winn; they had five children.

Orlando Palmer died age 25 May 1930 in Petersburg, Rensselaer, NY, and was buried in the (Old) Maple Grove Cemetery.
