Civil War Union Army Officer. He was mustered in as a 1st Lieutenant in Company F, 6th Pennsylvania Volunteer Cavalry on September 23, 1861. He was promoted to Captain and commander of Company M on November 20, 1862, and served until he resigned on March 16, 1863.

He was the son of former Philadelphia Mayor Benjamin W. Richards. In 1873 he was committed by his brother to the Sanford Hall Private Sanitarium in Flushing, New York, where he lived out his days.
