He was born and grew up in Syracuse, NY. He was a member of the Board of Deacons and Sunday School Superintendent of Centerville Baptist Church and a Sunday School teacher. He was a retired employee of the City of Chesapeake VA. He worked hard all of his life to provide for his family. He had many professions including, Semi Tractor trailer driver, U.S. Navy, he owned a coal company at one time, often having more than one job at a time. He also enjoyed playing the piano and accordian . He also called a mean square dance.
He was predeceased by his parents, Warren Louis Babcock and Loretta Anna Babcock. His first wife, Margarie Hill Bentley and his second wife Sylvia Harrison Babcock.
He is survived by his son William Warren (Marilyn) Babcock, Jr. of Chicago, his daughter, Betty (Garland) Fly of Portsmouth, his son, Gerald Lewis (Ann) Babcock of Norfolk, his daughter, Barbara Story of Chesapeake and 13 grandchildren and his third wife, Winnie Davis Babcock of Charlotte, NC
