Retired Minneapolis Police officer, Ken Smith, kindly provided this biographical information about Police Chief Brackett:

Henry Hartwell Brackett was born on April 21, 1835, in Weston, Aroostook County, Maine. His parents were Henry Hartwell Brackett and Mary Scott Prescott. Because his father was called Henry, the son was soon called Hart, a nickname that stuck with him through his life. The Minnesota Statehood census, taken in 1857, has him living in Minneapolis, apparently in a rooming house, with several other young men, all born in Maine. His father must have died before 1860, because in that year, he was living in Minneapolis, with his mother and six siblings.

He returned to Maine to marry Aroline Varney on July 28, 1862, in Lincoln, Penobscot County, Maine, and to bring her to Minnesota. In 1865, they lived in Minneapolis with a daughter, Minnie. In 1867, Brackett was named the first chief of the newly formed Minneapolis Police Department. Minneapolis had been created by merging two small villages a few years earlier, and had been policed by town constables. In 1867, it was decided that Minneapolis needed a police department. The first year, it was very small. Each new mayor named his own chief. Hart spent a year as chief and was replaced when a new mayor was elected. In 1869, his friend was re-elected and Hart was again named chief. He spent another year as chief and retired, going back to his business as a stock dealer.

Around 1880, Aroline's father and sister came west to live with them. Hart and Aroline lived in Minneapolis until after 1900, when they moved to Elk River, Minnesota, where Hart died on June 23, 1909. He was buried in Lakewood Cemetery in Minneapolis. Aroline lived until 1925. When she died, she was also buried at Lakewood.
