Romilious was born to William Hiddleson and his wife Elizabeth Ferguson. Both his parents emigrated from Ireland. He was one of 12 children. In 1871 he married Janet (Jessie) Finlayson in Kendall County, Illinois. According to the 1900 census, they had 6 children, including Jessie; Grace; and Lloyd. Romilious was a teamster in 1900.
