Wilber was the only son of Thomas Foster Pool and his second wife Maria Cotton Taylor Pool. Wilber wed Miss Mehitable Bradlee on December 18, 1878 in Dickersonville, they had two daughters. About ten years after Hettie's death he married the widow Tabitha A. (Moore) Cassidy. A community spirited fellow, Wilber served as justice of the peace, supervisor of Lewiston as well as at the State Constitutional Convention of 1894. Wilber lived in the original Dickersonville Pool family home dating back to 1835.
