The daughter of Louisiana Legislature member John Chappell Vance and Helen Ophelia Pratt, Clare was born in Bossier Parish. The Vance family is a pioneer family of Bossier Parish and she was born on Palmetto Plantation. She became the wife of Shreveport dentist, William Gregg Dalzell on August 11, 1902 in Rapides Parish. They had one child, Helen Vance Dalzell. Member of the Daughters of the American Revolution.
