Gunnels was an inspector of the Falls Warehouse in 1749; a member of the Truro Parish vestry 1756-67; church warden at Falls Church in 1763; and a justice of Fairfax County in 1768.

- Member of Fairfax County Committee of Safety, 1774;
- Signer of the Fairfax Resolves, 1774;
- a captain and later major of the Fairfax County Militia.
He signed the Fairfax County petition against repeal of an act to prevent extensive credits in 1783 and a petition to move the county courthouse, 1789, 1790.
