Roscoe was the last child born to John William Morton and Martha Elizabeth Ziglar Morton. He was born in Whitman County Washington and lived many years in Chehalis Washington.
On August 5, 1927 he married Louella Twitchell in Moscow, Latah, Idaho. They had one daughter Betty Lou born in 1928.
Later in life Roscoe and Lou moved to Tucson, Arizona to live out their days.
