Parents were Charles E. Mattingly and Mary Pearl Milam.

Frank and Lucille had one daughter on the 1930 census of Breckinridge County, Kentucky. The 1910 census shows Frank at age 4, suggesting he was born in 1906. A small stone for Don L. Mattingly, born 11-26-1950 and died 3-1-1993, rests almost touching Franks headstone. This was his youngest son. A daughter, Rachel Mattingly's name is not listed on the back of his headstone so perhaps she died young.
