William David Cobaugh was from Cumberland County, Pennsylvania, the son of Adam & Catherine Cobaugh and the husband of Roberta A. Cobaugh.  In 1860, he was a tinsmith living in Newville with the Joseph Cobaugh family, possibly an uncle or older brother.

A Civil War veteran, he first served at the rank of private with Co. A, 2nd Pa Inf, April 20 - July 26, 1861.  He then enlisted in Newville August 8, 1861, and mustered in Washington DC August 17 with Co. H, 3rd Pennsylvania Cavalry, at the rank of private.  Wounded at Warrenton, Virginia, January 7, 1864, costing him a leg.  He was discharged by surgeon's certificate on June 13, 1864.
